18. Rules have been framed governing dealings in cocaine, novocain, eucaine, beta eucaine, beta eucaine lactate, alypin, and holocaine, and every preparation and admixture of the same. Licenses for sale are granted free of charge only to druggists, chemists or medical practitioners approved by the Collector. The maximum quantity authorized to be possessed under the license is one ounce unless the limit is raised in individual cases with the previous sanction of the Revenue Commissioner. The licensee is required to obtain his whole stock either direct from Europe or from a licensed vendor in India.
19. Sale may be made under the license only to-
(1) a medical practitioner, de,, a person who has been registered under a European or American Medical Act or who has received a medical diploma from an Indian University or college and who practises medicine according to European methods;
(2) a dental surgeon, i.e., a person who has received a European or American degree in dental surgery or who practises dental surgery according to European methods;
(3) another licensee; and
(4) a person producing a prescription of a medical practitioner as defined above or, in the case of a licensee who is a medical practitioner, for whom he has himself prescribed. Sale on the authority of a prescription is permitted once unless an order to repeat and the number of times to be repeated are endorsed on the prescription. 20. Fourteen licenses were issued during 1909-10 for the sale and possession. of cocaine. The entire sale amounted to a little over an ounce.
